Project Summary:
Creative Associates seeks a Program Coordinator for a US Department of State-funded program based in Berlin, Germany that supports local governance and community security in Northeast Syria.

Reporting & Supervision:
This position reports to the Program Manager.

Tasks

Primary Responsibilities:
Under the supervision of the Program Manager, the Program Coordinator is responsible for the activity design, development, communication and coordination with partners, implementation and close out for these activities in accordance with project documents, an approved budget, and in conformity with Creative’s rules and procedures. The Program Coordinator will work in close collaboration with the program team inside Syria and the operations and M&E teams in Berlin.

Specific Objectives:
  • Design and develop activity sheets and budgets in accordance with program work plan, the needs in the targeted communities, and the client / donor guidance. Coordinate with the partners inside Syria to understand needs, develop and implement activities, and to build trust and a professional relationship with the partners.
  • Remain up to date on contextual developments and the political, security, socioeconomic dynamics in the program’s area of operation and report incidents and developments to the program management team.
  • Liaise between programs, operations, grants, and M&E to ensure all parties are informed and have contributed relevant inputs regarding the development of all activities and grants.
  • Develop detailed risk assessments and mitigation plans for each activity sheet to include all possible risks associated with the activity.
  • Ensure that field activities are developed and implemented promptly and effectively in collaboration with key local partners. These activities should align with project documents, adhere to an approved budget, and comply with Creative's rules and procedures.
  • Work in close collaboration with the program team inside Syria and the operations team in Berlin to assist in designing, developing, implementing, and closing out program activities implemented in Eastern Syria.
  • Provide support on an as-needed basis to program senior management.
  • Draft Fixed Amount Subawards (FAS) and negotiation memos, the design of milestone deliverables and provide concurrence of milestone completion after activity award.
  • Provide day to day follow-up for activity portfolio of multiple activities, as needed, to ensure effective programmatic delivery that meets the objectives of each activity.
  • Track progress against the activities’ work plan to meet individual activity deliverables.
  • Review all activity related financial reporting and ensure all costs and payments are in accordance with the signed agreements ensuring supporting documentation is complete.
  • Coordinate with procurement and operations team, as needed, to ensure effective design and development of activities.
  • Establish and maintain a positive working relationship with the field activity in Eastern Syria and actively support the successful delivery of projects in the region.
  • Share highlights, success stories, lessons learned, and challenges provided by the implementing partner with M&E team for qualitative reporting.
  • Contribute to weekly, quarterly, and ad hoc reporting by providing written drafts of activity and implementation updates.
  • Update and maintain accurate activity files
  • Draft the final report of activities.
  • Prepare close out checklist for relevant activities.
  • Other duties as assigned by the program senior management.
Requirements

Qualifications:
  • High School diploma required, BA degree highly desired.
  • Must have 4 years of general work experience, and 2+ years of specific experience related to the position required.
  • Demonstrated professional experience and knowledge in designing components programming under donor regulations
  • Experience in working on USG funded development/stabilization programming strongly preferred.
  • Demonstrated knowledge of regional conflict and political dynamics with a focus on the Syrian context strongly preferred.
  • Advanced knowledge of spoken and written English highly desired, medium level required, and Arabic language required.
  • Candidate must currently be authorized to legally work in Germany.
